I heard a rumor that it's supposed to start another past arc this chapter, but then again, looking at Aya of the present and the Aya of the past, it's confusing to tell the two apart now.

My guess is that it'll be a past arc as well since it seems as though it'll probably explain which of the two brothers will be chosen.

She's a bit too blonde? and her hair style looks too different to be Madoka imo, and why would she be in it anyways? Seems her part of the story is over already, well even though it's just a cover. xD

I often have a tough time telling what hair colors are when the pics are b&w; it's hard to get what's being conveyed sometimes. As for the style, it looks close enough to me. Madoka was last seen in Aya's company (where Bunshichi just spirited Maya away and Aya now lays in a trance), so I thought it might be her through that recent association, as well.
The art in TT itself seems to vary a bit from time to time; is this because O!G employs other artists to help with the work, which would require them to imitate his style by and large? With that approach there are bound to be variations. That's what I've heard anyway; not sure about how true it is.
In any case, I hope we find out who she is real soon!
