I don't think Oh Great! is congesting the story at all or taking us on a "wild goose chase". The plot is simply taking on a more complex design as more character's get involved. Ever since the flashback arc of the series, it has been made clear that the focus of this series would not be on one "central" character.
I think it's both brilliant and inspirational that he's not focusing on one main character, as doing so would make the plot repetitive, simple and cliche. I mean if Nagi were simply the entire focus of the story, then reading the manga would be pointless as you would know by standard "rules" of storytelling that no matter what type of villain he fights, he's going to come out victorious in the end.
I say hell, let him spread the spotlight amongst other characters. I mean come on people, the whole thing that started this entire conflict amongst these characters was a war between families. It would only make sense that others would have as much of an involvement as Nagi. He's not the only person trapped inside the "wheel of fate", and is more than likely not the only person trying to get out.
Remember, we haven't reached the end of this story yet, and I doubt it will be settled simply by the Election Tournament victory.
