You could try a proxy server, if you know of one. If not, then you could try to use TOR as your server (google it, should be from the EFF). Set that up, and you should be good to go.
One thing though, I don't know what this /m/ is, but if its for DL'ing large files, that is not what TOR is designed for. Its supposed to be around for people to surf the web without anyone knowing who they are and what they are doing. Unless you plan to make your internet setup a compatible TOR point for others to use as a proxy to increase the network (TOR is kind of slow due to lack of people acting as proxys), don't use TOR for this.
As far as changing your IP, I don't think you can. Comcast probably allows only the IPs in their database to go to their DNS server/router, so if you change that data on your Cable modem, it will probably stop working and you will probably be in some violation of contract with Comcast.
I'm not a ultra 1337 network guy, hardware is where I'm best. This is the best set of answers I can come up with.

dang i used tor but it still doesnt work. thanks for the suggestion. anybody ese know a way to change ip or over ome this tripcode :/
Did you configure your browser to use Tor?
Oh, ye gods...
It tells you how to do that in Tor's instructions. Did you just not know you did that part allready, or did you just kind of skip through the instructions.
In Tor, you use the program to connect to a proxy somewhere else in the world. You then have to tell your browser to send all information requests to Privoxy, which you have configured to route all info to Tor, therefor using anothers IP Address to use the internet. Go back and set up Tor and Privoxy again, then set your browser and other programs that need this to look at the localhost at the port you specified for Privoxy.
Instructions.... good. Read them. Less I slap-eth thee.
