a good system for me...lets see..
definitely AMD instead of p4 (I don't want to debate on this)
Most likely AMD 64 3000+ or better
    x800//6800 gt
1 gb at least pc 3200 ram
DFI mobo (drool) nf4 sli (double drool)
i don't really care much about sound...
    decent cooling
    nice case
    about 450 or more PSU
    umm...mx 1000?

paying 3 times more is only a number, but the value is the same
e.g: if someone in the US gets a paycheck of $100, a person in argentina like nemeziz is likely to get one of 300 pesos

Currently running what I consider a good system.

    P4 3.0 Ghz, overclocked 15%
    1gb ram
    160 GB HD
128mb Video card (Got lazy buying this...)
    100/1000 Ethernet card

    The basics.

No, there's a little increase in the price. But I doubt it's three times more. A 9800pro is around 230USD over here. Yeah, a 50 USD difference. Pfft.

I prefer Intel over AMD, even if my PC is really used for gaming, since I also get hired to do design, edit videos, etc.

I currently don't have 7.1 speakers so I cannot enjoy its full power.
    But it's good.
