Counter Strike Server??

I do believe that there needs to be a licenced install on every computer you want to access the server, but I'm sure you can make the server no problem. People have LAN parties all the time. I don't remember anyone ever saying to me, "hey, I just torrent'd a server for Half-Life and CS."
On the right of that page is a download for updating HLDS.exe to be a dedicated server (HLDS=Half-Life Dedicated Server, as you can see). To me, that means that you have to have the game(s) before you can even start to set up the server... but I don't know. It kinda looks like this will download all the files needed for you at second look. I don't know.
If you go to the forums of that Valve site, there are directions for setting up servers for both Windows and Linux. Google also yeilds high numbers of results for setup guides. I have also seen the full Linux server package for download, and off of reputable sites, not torrents or anything like that when searching google.
So at first glance, I don't think you need to pay extra to Valve to set up a server on your own computer. Then again, I don't play FPS games enough to know about how the companies operate.

i think he wanted a delicated server so that the public can join and that isnt cheap. u can host privately for ur frens to join though it might lag.
