Yeah, I agree about the lack of focus. It isn't really anything new, though. After she won the most popular character poll, she basically disappeared for seventy chapters. By the way, I'm not sure if Yakumo still is the most popular character in Japan. She wasn't voted number one in the first two contests (but she was up there), and the poll she did win happened over two years ago. Opinions have possibly changed a bit since then.
However, popularity isn't that important.
In regards to her recent lack of appearances...what's there for Kobayashi to still deal with? Yakumo's initial conflict about lacking friends has been dealt with by her realization that she was the one pushing friends away. I think a little more clarity or resolution on her relationship with Harima might be necessary, even though I honestly don't believe anything more, in a romantic sense, will develop between them. And I'd still like to see something more final happen between Yakumo and Eri.
