I believe filler is the most suitable word for this chapter. I was disappointed by it, although not really surprised since there's no better time for the less important characters to show up.

Let me try translating it:
This section has become a filthy den of hypocrisy...
When it's about matters of courtship for Harima, anything goes, even him having his own harem; it's just a joke. However, this girl Madoka is being condemned for the same things we laugh about Harima possibly doing before we even know the extent of her situation! Come on, so what if she's dating more than one guy!? Madoka's not married to Umeda, so it's not like she's committed herself to spending the rest of her life with him! Ease off on her, already!
You see, Madoka's promiscuous behaviour can be compared to the testing of automobiles prior to the purchasing of a vehicle. People need to associate with multiple members of the opposite sex before choosing one to marry in order to determine which one best suits their need, much like how test-driving cars before buying them is necessary to avoid being stuck with a vehicle that doesn't perform well. In short, an incompatible partner is as unwanted as a faulty car.
A girl brought this to my attention in a rather open discussion that simply floored me. Nonetheless, I came to concur with her ideas as time passed and believe you should be viewing Madoka's flings with other men from the same perspective as mine.
