    this is a pretty tough one to crack since there hasn't been any chapters in SR which is close enough to what i feel could really prove my point here.if there is one then it should be when they were discussing the manga together at the rooftop that he was aware about the situation of a boy and a girl togather alone. aside from the manga, anime shows an extra story of when yakumo was sick and he took care of her. then again those examples are not suitable since my (sorry not 'i') arguments before was talking about the "feeling of those who are close to the person you love should be considered" like you mentioned. therefore i would need to though reluctantly strengthen my debate by saying "in reality, the feelings of those who are close to the person you love should be considered" which i did. i'm sorry if this answer might not be satisfying

    is my sentence incomplete? what i meant was that since this situation brings together these three people (u know who), it will eventually bring about questions like why did yakumo do it?for those characters who doesnt know i mean (harima). but i guess i'm too idle-minded to realise that what you say is probably right. his thoughts will be overshadowed with tenma that the only thing he might say bout yakumo is "that's great imouto-san".

    this is my personal POV, i feel that the slap is a big significance for the progress of yakumo's character therefore one should consider why did she do it? if not harima then maybe sara or the sister herself.

    Looks like Tenma was too concerned about her own business (reconciliation with Eri) to pay attentipn to Yakumo's strange actions. As for Sara - you are probably right, she is the one who'll pay attantion to this act and will be worried - but I doubt that she'll ever recognize about this episode. So, in the end, noone will think about Yakumo's action deeply enough to start worrying.

    About significance for the progress - I'm not sure. She was offencive to those who somehow went against her sister before too - with Hanai and Eri (at festival). But, since back then harm made to Tenma was not that serious as in slap case, her reaction was softer too. Now she just reacted corresponding to the measure of harm - the harm was bigger so reaction is more serious too. As in earlier cases she (as she probably thought she was) defended her sister from the enemy - which conforms with her character - but, on the other hand, we never got such a powerful reaction - which was not expected (at least by me), so it brings new colours to her character portrait.
