Well, let see. I had live in a country where most people shared the same religion, and all the cultures were kind of mixed together. We had not racial difference but social difference (money , education and that stuff). And now I live in the USA (where according to the movies it was a place of freedom and liverty0 but i encounter myself with many racists cituations (not towards me but towards other people), but i see that it is because of the eduation those people received during their lives. I have never lived in Japan, and i only now one japanese person here in the USA, had known many in the net. However, the only one person that i met here seems like a good person and wanted to fit into sociaty .He definately did not wanted stay inside his house i think because he did not wanted to become a hikikomori (or something like that). He told me once that after his graduation he only stayed at home watching anime and reading some manga since he had not many friends around the area ( i had work and college so not much time to hang out with me), so he decided to go back to japan.
Now something happened here as I was walking with him in the mall before he left usa for the first time he told me "I gotta get ready I can't go to japan with this N... clothes" I was surprised he expressed himself like that that since I thought he liked to dressed like that. I ask him why did he say such a word he told me because everybody uses it. Interesting since most of the people he normally talk were not african- americans at all. So before he left he cut his hair, got kaki pants and old navy stuff and left to japan.
I do not know if he still with that kind of crowd, since i do not talk as often with him as before because of yeah college and work. The only think i remeber he once told me is that after he would not work here or have a family here since he wants to mary a japanese girl (he told me is easier totalk with them). Its being at least 6 months since the last time i talk to him since then.
In my personal opinion I do not think Japanese are racist, I think is because they have not had enough contact with the rest of the world. I mean yeah they now U.S.A. but only af hollywood portrays it, right? and the same goes with the rest of the world. Now if we see the way they speak in the manga, since they have not had enough interaction then their language have not other way to express what they want to say. Granted that if someone do something bad to a Japanese then the Japanese would react in a very efusive way. And the English students were not very friendly with the class of school rumble either.
Also in some chapter the English people are portrayed as very good persons. Remember that Hanai was attacked by the racoon, it was an English student the one that brought him to Japan with him.

So my two cents is that No Japanese people are not racist.
