Yes, unless Harima makes his first move to Yakumo, Yakumo will never realize her feeling toward Harima or trying to get Harima's love or anything.
The end of yakumo's love. Hard but that is the fact sniff

just thinking about all the possible ways Harima could end up with Eri, Yakumo, or Tenma makes my head want to explode... XD

You just wait until they solve this whole missunderstanding (or maybe not missunderstanding, at least at Eri's part). We still don't know if Yakumo actually knows what happens right know between Eri and Harima... maybe she will try to interfere... in sexy way ;p (School Randezvous way ;p)

Yakumo already knows that she likes Harima.
**SPOILERS** season 2 ending said so. she said that she wants nothing more than Harima and Tenma to be happy and that is why she didn't do anything that will interfere between them. she even set them up and pretended that she cant help him and send Tenma instead. Yakumo is so painstakingly nice

That means that she WILL interfere when HarimaXTenma pair would be complitely ruined. For that Hario needs to confess. So we are probably waiting for that to revive Eri vs Yakumo Great Fight

Yakumo may or may not be underestimating Eri as a threat but one thing is clear, there is a big misunderstanding between Eri and Harima right now thanks to the whole Kyoto thing with the papers
eventhough the whole incident may have brought them a little closer together it may just tear them apart and destroy everything built up to now if it comes to light ... god i think im gonna have a stroke XD

err actually I meant Yakumo knows she herself likes Harima. (sorry for the engrish) but remember the first season when Yakumo fixed Harima's jacket and she saw Eri's bandaged hands. theres a lot more scenes that could have given Yakumo a clue that Eri likes Harima. But Yakumo is dense when it comes to stuffs like this so it might not count.

Situation with Eri : He hated her for playing with guys feelings and he was somehow jealous of her because she was rich (and we all know that rich=stupid in Harima's dictionary). Then accidents at the beach and at the trip didn't create any love either. Then, she cutted (accidently) his beard, and almost in the same time, she shaved his head ; I would NEVER forgive anyone who would shave my head bald....well, maybe I would forgive if it was a super cute girl.. but we know that Harima has a strange taste and he didn't consider Eri as "cute".. until now. Then, it was improving (at least mostly for Eri and slightly for Harima). To sum it up, Harima still doesn't consider Eri as a girl with whom he could go out with (his stupid, we all know that, but still his funny and in some aspects I can understand him)
Situation with Yakumo : I will make it short...for Harima: Imouto-san is Imouto-san, for Yakumo : Harima is a new experience (in Yakumo heads : WTF!? I feel strange when I am next to him...and probably I feel more secure because I don't see any perveted words showing up behind his back <i'm talking about her ESP power>).
Now to the main point : How those tow girls see each other as a rival : As a great treat or as a big treat ??
I think Yakumo doesn't think that Eri x Harima will make out, but she doesn't do anything either because she already forfeit when she learnt about Harima loved one... Tenma
