1. There's a lot of place out there, though I'm not sure where to get some of the older chapters. OneManga has a lot of chapters though, but I don't think it goes back that far.
2. I don't know, sorry.
3. Almost all of it is. All the American Team stuff, including the Junior Senbatsu is pretty much filler. The only non-filler I can think of is in the last episode where Hyotei gets invited to take part in the Nationals. Then there's the few misplaced non-fillers, such as Atobe's Tanhausser Serve, which first truly makes its debut in the Nationals.
4. The OVAs follow the manga much more closely than the shitty anime. They have to make up some stuff so that they can keep consistent with the anime, but other than that, the accuracy is pretty good. Also, did you even bother to keep up with the anime? Because Nationals refers to JAPAN NATIONALS. The Kantou tournament refers to, well, all the schools in the Kantou district of Japan, which is only a small portion of Japan (think of it as a state).
