There is no specific chapter that he gets "good" at tennis. The whole point of the series is that he's naturally good.
A specific point would be the first chapter, where he works a 9th grader even though he's in the 7th grade.
If you want to get to the best part fast, though, start from about 185 or a couple after that. It's around the time that the Seigaku vs. Rikkai Dai Fuzoku matchup starts to heat up.

The only adult better than him is Nanjirou. "So many players being better than him"? Konomi keeps this kid buttraping every match.

Ofcourse, well actually i'm starting to think that he's surpassed Tezuka IF he was training for Pinnacle of Perfection.
Anyways, xxsaznpride is right, there really isn't a point where he gets really good, other than just improving. He was one of the best on the team when he beat Kaidoh, and then Inui to take the regular spot.

If his dad wants a legacy he needs to adopt Tezuka
Tezuka is somehow acts like an ultimate enemy that Ryoma must defeat in order to achieve another level up. Somehow, I still think Ryoma is still below Tezuka, Sanada and maybe Yukimura.
if he is below yukimura, how is he supossed to beat him in S1...?? yukimura is surely better than him if ryoma with no PoP , but seigaku must win the nationals....
Yeah.... Plus, I think Konomi is just trying to keep the suspense on because it's obvious that Ryoma would lose without the PoP. =.=
