Just look at your sig and everything will clear up.

It's on the way to be a member.
It's already allowed to wear a jacket and a tie.
But until it hasn't earned the hat, it's not a full member of cp9 (cp10 to come).

Or maybe Lucci has the habit of talking to much in a fight.
So it's there for Ruffy to knock it out and make Lucci shut up.
