    Oh come on, the world government isn't stupid. Spandam might be a power-hungry megalomaniac, but he's obviously capable for his job. For example, would a stupid and incompetent person be able to craft as intricate plots as Spandam has? He did successfully frame Tom, and CP9 managed to get hold of the blueprints of Pluton and capture Robin. In fact, all his actions so far have been successful.

    As for Robin, the reason that Spandam hasn't executed her is because the world government needs Robin, or at least her knowlege.

    I'm with Saizou. Most military orginizations are based on a merit system of sorts. If you can do your job and do it well, you'll get a promotion. However, like most fictional military types who are antagonists, it's thier perceived (and maybe well-earned) superiority that leads to thier downfall (Dr. Strangelove, anyone?).

    He has, as many do, "Bond villain syndrome," where he talks too much at a critical time, but coming as far as he is now is fairly impressive in itself. If he hadn't underestimated the strength of the Straw Hat crew-a mistake made by approximately 100 percent of One Piece villains-he'd be getting away with his plan just about perfectly.

    I'm seriously getting tired of people underestimating characters just because they don't like them. Yes, Spandam is a dick. However, this doesn't automatically make him incompetent.

    Address the points made by myself and several others in this thread if you want to argue that Spandam isn't fit for his job, or STFU and pike off.

    Spandam didn't go straight through the gate because he first didn't believe that Luffy would be anywhere near successful in his attack(or that he'd even attack at all) and then he heard that Luffy had only defeated 5 soldiers and assumed he wasn't doing to well.

    Spandam isn't stupid by any stretch. He's managed twice to get away with what he planned twice, and the second time it was an excellent setup through the whole thing. In fact, if he hadn't promised to not kill Luffy and the others, his plan would have been perfect the whole way around. Even then, his plot got ahold of the plans from a man who had basically rendered himself immune to the marines reach.

    Spandam has smarts and finesse in what he does, planning and setting people up.

    People like Spandam can easily become figureheads in society. Number one example-George Bush junior and senior. I'm still astounded at the fact that either one of them could get not only elected, but RE-elected. La E.E.U.U. son muy estupido con George Bush.
