have you ever noticed luffys brothers devil fruit (cant remember name right now) alows him not to have to be afraid of watter. He could basically turn the water into steam or surround himself in flames that are real hot and walk in the ocean. IMO his devil is best.

no seawater disables DF powers and there is too much water to evaopte plus it will turn to rain.
