As for Luffy he did say so himself he is a pirate and pirates are villians.

And Aokiji can't be considered a villian even if he's bad. He's a marine which in the One Piece world is considered good no matter what. Unless if you take Luffy's view. Then he can be considered a villain. I'm just saying.

Well, as from what I can see in the manga, the enemies are the Marines and everyone that works with them , the seven gods of the pirates

Agreed. To me he is probably potrayed as the most evil villain yet. After Arlong most of the villains seemed merely cruel next to his deeds. He flat out shot Bellmere right in front of Nami and then had the fish-balls to use her for so many years. Maybe I'm biased by the emotion of that whole arc, but even Eneru who had more extensive skills just seemed like a selfish child compared to Arlong.

Doflamingo is also pretty brutal, with what he did to Bellamy, but that's really all we've seen from him. I can't wait till he comes back.

CP9 seem to be bringing back the nefariousness of the OP bad guys. They spent five years pretending to be friends and turn around and start tearing shit up without remorse. That's pretty evil.

Definitely Aokiji, he was the coolest villain because his Ice ability..., lol

and yes, he could be be considerin as the villain, even if he is from the world government. He really tryin to smack robin when he frozen her, remember?
