Dragon and the 3 Great Powers

In the manga it's specified that there are 3 great powers, and any imbalance among these powers would be chaotic. the three powers are:
- The Marines (All of them combined I'm assuming)
- The Shichibukai (Mihawk, Jimbei, Doflamingo, Kuma, Moria, Hancock, BB)
- The Yonkou (WB, Shanks, Kaidou, unnamed)

But then, what about the Revolutionary Army that is led by Monkey D. Dragon? Considering he is considered the world's most dangerous man, and his danger has even been stated a few times:
- During the meeting at the WGHQ (6 years before OP) it was stated that Dragon was getting stronger, and that in 5-6 years (basically during the time of OP) he would be a threat to the WG
- After Ennies Lobby, Dragon's army basically took over South Blue
- Any one that sides with Dragon's army is targeted
- Ivankov told Luffy that when the WG captured Ace, they would have to not only deal with WB, but also Dragon - which basically means that Dragon is also dangerously strong

So then, what gives? Originally I thought he might be included in the Yonkou, but after looking at the picture of the Yonkou, none of them resemble Dragon:

Anyone got any thoughts? Is it an error on Oda's part? Or is the world's most dangerous man really just an insignificant man?

We still have to see the picture of the last Yonkou, even then I doubt Dragon will be one.

As u stated before, he's motto as I see it is to bring a "revolution", a change of tides to this old world in which Marines and Pirates fight everyday.
So it makes sense for me, that he wants to bring chaos to the balance made by the "3 powers".

There are only three great powers in the story and Dragon isn't part of it because he's a revolunary, not a shichibukai, not a marine and not a yonkou. As to why there shouldn't be 4 great powers with Dragon being the fourth is because that would otherwise make him too strong. Think about it, the yonkou consist of four 4 powerful pirates along with their large group of crews, the WG has admirals, VA and tons and other powerful men, and the shichibukai consist of 7 powerful pirates along with some crews. So far, Dragon is the only known powerful revolunary and if the revolunaries are to be considered their equal then that can possibly mean that Dragon's as powerful as 3 to 4 of those yonkou's captains combined. That would be insane and not to mention that if the revolunaries are as powerful as the whole marines then they can attack the marines head on rather than using their current tactics since the revolunaries are unified, unlike the yonkou.

if you were in front of me talk bout this, maybe i'll slap you..but since we're in forum so i prefer to explain on what i understood here..

3 Great Powers:
1. Marine HQ
2. Sichibukai
3. Yonkou

the 3 Great Power system is actually coming from two side personalities which is good and bad..let say marine is good and pirate is bad..but the WG think that to control these two sides they need 3rd party by having some 1st class pirate to work on their side...then here it goes the 3 Great Powers..

Dragon not in those list but since he is leading Revolutionary Army then he became World Most Wanted Criminal..he is different compared to WB, Shanks, Kaidou, any sichibukai or any 1st class pirate since Dragon objective is to topple the World Government itself..that's the root cause yet we had known currently..

Yes, the difference here is quite simple. The Marine HQ, the Shichibukai and the Yonkou are essentially the three great powers keeping each other in check and thus upholding the status quo. Therefore any imbalance would upset the current state of things.

And guess what? Dragon and his revolutionaries are trying to be that imbalance. They don't want to preserve the current order, they want to topple it. This is different from the other groups, because while the Shichibukai may be loose cannons, they still don't go against the WG, or at least no openly, just as the Yonkou don't seem to fight directly against the WG unless provoked.

It's probably been mentioned before but I think that Dragon's found out what happened during the 100 year info blackout or found all the stones that made the WG give Robin her 69 mil bounty and destroy the island of scholars in her background, if those two are mutually exclusive.

Now since that info paints the current WG in a bad way (either genocide or extremely unlawful usurping or just filled with a bunch of fail in regards to the previous government), Dragon wants to bring the world back to that style of government.

But yeah I agree with the people before about the 3 powers.

in my opinion, the yonkou are theoretically more powerful than the WG. the 3 great powers doesn't really make sense because the shichibukai seems to be partnered with the WG. so the result is that the WG and the shichibukai are opposing forces to the yonkou. think about it, why would it take the WG AND the shichibukai to wage war against one of the yonkou(whitebeard)?

unless you think in terms that the WG knew exactly that by executing Ace, they would be declaring war against Whitebeard AND Dragon. in that case, it makes perfect sense.

Actually I'd say that if we count total military power, the Marines should clearly be the most powerful force in the world. While Whitebeard is known to be the world's strongest man, even he can't match the resources and manpower of the World Government.

But as with all military matters pure numbers always lie, because even if the Marines have an overwhelming advantage in men and resources, the Marines also have to defend the entire world. Therefore they are stetched thin from the beginning and they are fighting a war against Dragon as well, further draining their resources, resources that may be vast, but still limited.

Whitebeard on the other hand does not have this problem. He doesn't have any territory or bases he needs to garrison so he can keep his military forces concentrated far more easily and efficiently than the Marines and thus is capable of directing all of his military power against a single target, something that the Marines are unable to do. So basically Whitebeard can fight with all of his power, but the Marines can only bring to bear a fraction of their own.

Therefore it is only natural to expect that the WG would call in the Shichibukai when going up against a Yonkou, even if the Marines overall are stronger than the Yonkou. It lets the Marines conserve their own forces, and the WG certainly won't shed any tears if a Shichibukai or two are killed in the conflict. And if you're going up against a big player like Whitebeard you should naturally concentrate as much of your own power as you can into opposing him.

A pretty clever strategy overall.

@everyone: Ah, that all does make a lot of sense. I was thinking something like that, with the status quo and everyone balancing out the equation (Marines + Shichibukai = Yonkou), but I figured Dragon could work in there some way - not necessarily as a single man, but as his whole army (just like the Marines is represented by all their people). But yeah, thanks for the clarification.
