    This said, the admirals we know don't seem like good strategists, so maybe sengoku isn't either ?

    ^I donīt think we ever saw them getting serious.I mean common,they werenīt expecting much of Rookies and they were just kinda fooling around (imo).
    And because Sengoku is known by WB and was active when he was young,Iīm pretty sure heīs at admiral level.

    ^Nope,he says that it looks like the other admirals arenīt good strategists (what I donīt think as I said in the post above xD) ,so perhaps Sengoku isnīt a good strategist too...

    I'm pretty sure that being a decent strategist is required of an admiral. It'd be pretty big fail if an admiral was to order every single one if his subordinates to death simply because he lacked a good strategy.

    Apparently you are unfamiliar with the concept of a military chief of staff.

    From what we've seen, Crane is obviously head of the marine General Staff, i.e. she coordinates the flow of information and oversees the planning of military operations from the marine headquarters. However, the final decisions are made by the commander-in-chief, i.e. Sengoku, who chooses a course of action based on the intelligence and plans that the General Staff create. Sengoku himself doesn't necessarily have to be a good strategist, he just has to be smart enough to listen to his professional staff.

    It's actually quite similar to the prussian system.

    EDIT: And now that I think of it, several great strategists such as Carl von Clausewitz and Gerhard von Scharnhorst never were promoted to full generals, so your objection really is quite nonsensical.

    The Gourousei are the civilian leadership. They set up the grand strategy, but they almost certainly don't plan the military operations themselves.
