arlong, because he's just evil
Eneru/Ener/Enel, because he is so badass yet weak in the same time
and i love powers which deal with electricity in general :D
Enel because he is totally lost in hubris :-D
Crocodile because he's a badass
2nd would be buggy cuz he's the only (up til now) reappearing villan.
My two favorite enemies that Luffy fought were Smoker and Aokiji. Two complete pimps.

Enel's personality was annoying and his final fat Raijin from was stupid but I just can't remember how awesome his powers were at the start, like the ability to be able to sense everything on the island and then send a giant pillar of light.
