Sir Crocodile. He succeed in defeating Luffy twice. He rules with style. The pimp coat that he wears in a cape fashion really fits him.

Enel was cool, but not in the league of Crocodile or Spandam in villainess.

Spandam would be the hands down winner if he weren't a weakling, so my vote goes to Crocodile for being truly evil and being a tough fight for Luffy.

Eneru was by far the strongest out of all the enemies of Luffy's after all he still managed to almost kill Luffy when he didn'thave all the godly benefits of his df.

Plus the ending of Eneru's arc was by far the most dramatic with all the praying people and suddenly the bright sky with the bell tolling. Truly the best ending for all of one piece so far

its hard to pick out of those 3 (Croc, Enel, Lucci) but if i have to it would be Croc for his cold calculating demeanor and actually giving Luffy a true challenge.

Enel suffered from this Cell (DBZ) syndrome where he just didn't live up to his true potential (grasping defeat from the jaws of victory).

Lucci while badass just had the sole reason of fighting.
