Well most of the fruits serve an interesting purpose except for the ones not in the manga. However of course there are some fruits more suited for battle than others and ones that get on peoples nerves. As for a fruit I didn't like would be the mole fruit used by Miss Merry Christmas which would only be good on certain surfaces.

The worst devil's fruit is the boat boat fruit. Giving you the ability to turn into a boat.
and of actual devil's fruits.... Gasparde's candy candy fruit was actually awesome when used correctly despite it's dumb sound. Same for the Giraffe Giraffe fruit. It doesn't matter how dumb the fruit is if it's used well.

The most worthless devil fruit is the wiener dog fruit Mr. 4 fed his gun. If a person ate it they would have the stupidest powers ever and the dauchhund gun wasn't even very good.

I was going to say that a Zoroan type fruit that let you become something like, I dunno, a tulip, would be stupid as well, but then I realized that would actually be a very useful fruit for espionage and the like.
