While with Naruto the closest thing to fodder, in my opinion, was the Sound Village. But they are more or less gone now. Naruto just has too many characters that could be considered "primary". Asking who would win in a battle between, oh say, Shikimaru and Hinata is like asking who would win between Ussop and Vivi. Sure, that would be a nice fight, but it would leave fans of the loser sore and unhappy.
Therefore, One Piece pulls ahead due to fodder.
Dude, no. I love OP not because of the fighting or the opponents. I love it because it has some great characters that I feel are like part of my family. My favorite parts in One Piece are those where the crew is hanging out, or exploring a new town. Which is why parts like Logue town (rogue town), and Jaya are probably the best stuff I've ever read in manga. So was the fight between Usopp and Luffy, that was really impactful to me. I don't generally care for fighting in manga, I never remember it even, but I can remember every single detail and move made in that fight because I was paying so much attention. It was cool as hell, but also very sad. I also love all those parts where the crew is just carelessly drifting the calm seas and just being a bunch of friends, and looking forward to the next adventure. Also all those times when the crew meets a new character and recruits them, and how luffy met Zoro. Great stuff, and you have big parties welcoming the new member.

So...I don't think it has anything to do with fodder lol.

Oh yeah and I forgot to mention, Naruto had none of this greatness... Not in the characters or the setting and imo One Piece is in a level Naruto can't even hope to reach in greatness, I just can't compare the two. One Piece is living and breathing compared to Naruto. Naruto is grey where One Piece is bursting with color.

But hey, this is all my opinion, and I can understand if someone thinks differently.

ok Luffy vs. Naruto final battle

    Luffy: Gomu gomu no Pistol
Naruto dodges it and throws 100+ kunais
Luffy: Soru (appears next to Naruto) Pistol!
Luffy hits Naruto's kage bushin and goes wtf?
a bunch more bushins pop up and pin luffy down
    Luffy: Gomu gomu no storm
    blows away all bushins.
    Naruto goes wtf?
a random cup of ramen falls from the sky
    Naruto: OMG I LOVE RAMEN
    Luffy: OMG ME TOO
    Both: Ititakimasu!
    starts eating

I maintain that I'm comparing series, therefore I press my point still: When was the last time, outside of anime filler, that Naruto just fought alot of generic opponents and had ample time to show off? Unless I'm forgeting something, it was the Forest of Death section of the Chunnin exam.
As for Luffy, or most all the crew for that matter, the last time they decimated alot of fodder enemies was the begining of this arc. Several times. It's the WORLD GOVERMENT, so they can just throw soldiers at the Strawhats, that's what soldiers are for.
And really, those soldiers, in all reality, have families, friends and lives of their own. But who cares? Luffy is sending them flying and that's all we care about.
Actually, Naruto is the closest thing to fodder in his own series. What with his absurd stamina and massive amounts of clones; he may win his battles but his enemy gets plenty of time to look good.
To summarize my point: One Piece main characters look good, becuase of the many fights they have had, win or lose. Naruto "main" characters are just too numerous, and can't be properly covered. So One Piece comes off as a fast, kick-ass series, while Naruto seems slower and technical.

i understand your point, but you play up naruto too much by saying it is technical.... let's say naruto is "slower and lame" instead

Yeah, but you're only comparing the fighting and how it's done. What I'm saying is that the value in One Piece doesn't lie in it's fighting bits, but in the character personalities, and development. Also, it helps that the places they go to are very good looking and grand. Not to mention interesting, and have creativity. Therefore, there is alot of adventure, and in nice settings to boot.

If Naruto's value only lies in it's fighting, it would suck for me, because I don't only read manga for fighting scenes, and in fact I'm not even a big fan of fighting in manga all together. Also I don't like how in the recent OP arcs the fights are too long, but that's just me. OP will still have those great parts where they're not only fighting. Naruto on the other hand, had characters that struck me as dull, and the setting is drab, and it tries too hard to come off looking "cool". A good example is sasuke, whom everyone finds cool, but is actually very dull and lifeless. I would even call him emo. Also I don't like the whole high school feel in the beginning, wih tests and whatnot. And those times where the characters are crying, I don't feel like I'm sad, because they don't seem to cry for good reasons. So I just end up going "hahahaha" or getting irritated at the sentimentality for no reason ( good example is Rock Lee's teacher crying at the end of the Gaara vs Lee fight).

On the other hand, OP can not only make a person cry from sadness, but it can also make you cry from happiness. That's just how effective Oda is at telling his story. You feel that he's really passionate about his work. But Naruto feels to me like the mangaka is just doing another job, and he doesn't have the same passion.

If I'm to choose another series I like, I'd go with Hunter X Hunter manga, which I've read the first 9 volumes of. So far, it's freaking good (now this manga makes fights cool). Still, I regard OP as No.1.

When I say technical, I'm trying to get across that One Piece characters don't have to deal with chakra and handsigns and bloodline limits and all that. They just get better, stonger and faster. It's like Luffy's Gears; do we REALLY need an explination as to how he got them? Not really. Now that we have a vauge idea as to how it works, all is well. For now at least. But, then again, some people REALLY do wonder how he got them and thought he somehow got really strong on the seatrain, or something.
And, for what it's worth, the reason I'm comparing the two series in terms of fights and what not, and not the parties or the adventures is because this thread was about a fighting game, but started to become a "who's stronger?" thread.
I'd like to think this course of action is a bit more sane.

Also, don't be dissin' Gai and Lee's need to cry. It's just what they do. And that Lee vs Gaara fight was well done.
And on a seperate issue, I'm sick of reading Emo comparisons in the Naruto section. Please don't start here. Though I suppose I can't stop you.
    Eh, whatever.

i know what you meant, i was just trolling a little (though telling the truth)

but well, in naruto too they just get better... hand seals and etc. are just there to add some sense of technicity, but they are no more than the DF and bad ass techniques in OP.. (also considering one of the actual thread in naruto forum, we can see that jutsus are generally stupid and only meant to be eye candy)

The only really technical character in Naruto is Shikimaru, everyone else just pulls Jutsu out from nowhere and throws them around like popocorn.

I find One Piece good more because of its humour in battles. What other series would have a fight where they chained the comic relief character to one of the main fighters and used him as a weapon? Naruto has some nice minor characters, but the main 3 all suck. (Sakura less so than the others.) But the fodder idea fails due to the presence of series like Bleach, where they've used fodder enemies in probably 3 scenes and it's still better than Naruto.

    Uryuu freaky, pale and geeky,
    how do your powers grow?
"With gloves and scars and silver stars
and swords that I shoot from a bow,
yes, swords that I shoot from a bow."
