Who is Gorousei in chapter 355? Are they some of the strongest man in the world?

When Kuzan was still a vice-admiral, he was under the orders of Zango, which is also translated as Sengoku (same kanji, different pronounciation
, Zango may be the Jojohot(Chinese) translation's translation, because Zango is how you pronounce the kanji in Chinese, instead of Sengoku which is Japanese). Now he's still under his orders I presume. The commander-in-chief is the same as the commander general, although that's just my assumption.
The Gorousei are basically the "Senate" that uses the Marines to fight, but they're also in charge of all other affairs. I presume they're strong because the bald Buddhist one holds a Kitetsu, probably an earlier generation than Zoro's Kitetsu.

Navy = Marines, just different translations
Marines is French/German for Navy
Zango = Sengoku, just different translations
The five old men are the highest authority in the world, and the Navy (or Marines depending on translation) work under them. They aren't strong, they're just in charge. This is also true of Sengoku, as his suboridnate Aoi Kiji is considered strongest in the Navy/Marines.
