yep, its pretty hard to belive ussop is intelegent but he does come out and show it wen he needs to.

Because its limited and rare item...
You dont know how to get it and where the source is..
And there are too many DF user in the Story, if i'm not mistaken there are fix number of how many DF in the story (more than 100, less than 200)

plus there are also specific thread about this....

Ussop is strong...........! He beat up luffy badly....using dial and his snipering skill.......!
