i don't think your theory is good (sagara2), because ao kiji said that he once encountered Luffy's grandfather.. and i think that if he was a colleague then he would have seen him more often...

But, maybe Gold Rogers was part of a different organization, different from Marines or Shicibukai, one that Dragon probably took over. Since Dr. Kureha knew that his name was actually Gol D. Rogers, she may have also been part of the organization. And probably Donflamingo too, since he talks about the "New Era" and Dragon was a revolutionary.

Personally, I think Luffy being Roger's grandson is a bit cliched, but who knows. There are some hints towrads it.
And I think One Piece is just some crappy sentimental treasure.
