and it never coming out to the US because it a licensing nightmare, all the manga in jump mag are not licensed to the same company in the US, but rather many different ones.

Not exactly... the names of the Weekly Jump manga series appearing in Jump Superstars can be found here: http://en.wikipedia.org/wiki/Jump_Superstars
Viz owns most of them, with the exception of a few that have yet to be licensed, like "Slam Dunk" and "Kochikame" to name a few.
I think the Kenshin anime is licensed by someone else (Sony?) though... so that's probably the only obstacle in the way, license wise. Unless I'm forgetting something important.
So when Viz obtains them all, there might be a possibility, til then outcome unlikely.

Since Viz is the distributor for the American Shonen Jump magazine, by some agreement with Shueisha(SJ's japanese publisher), Viz should have exclusive rights for all of the manga that have been published in SJ(if they choose to do so). Much like EA.
