    It is said that he failed the exam three times.

    Nothing more, nothing less.

    We don't know if the exam is only taken once in a year.
    It could be that if you fail it, you can try again shortly after you failed.


    For Lee they made an exception i guess.
    I would go as far and say Gai can't use gen/ninjutsu so well either. And he managed to become a Jounin.

    My guess is that Naruto was made an exception to graduate early because of who he was, a jinchuuriki. For one thing it is not completely uncommon for people to graduate early. Anko graduated when she was 10, Itachi at 7, Kakashi at 5, Yondaime at 10 so they probably he could pass and be used as a weapon. I am also just guessing but as I mentioned in another thread Naruto probably showed signs of genius as well but because of issues with chakra control never passed and likely stopped making an effort when no one bothered to help him.

    Naruto was slowly but surely turning into the idiot-savant that he is now in an effort to seek attention. The one thing I wanted to mention is that I think his childhood torment is typically blown out of proportion. He doesn't seem to be well liked or cared for but it seems more likely that it is a result of being an orphan also rather than solely for him being a jinchuuriki. We have no indication that attempts were made on his life or that he was outright hated by the villagers. Even when Naruto stole the scroll from Sandaime no one mentioned hurting him, just that he went too far. Considering that he defaced the Hokage monument just days before it would make sense that they are upset.

    The only people who seemed to really look down upon him a few people who either think he is Kyuubi as in the graduation episode or people who only know him as the orange jumpsuit wearing idiot that he eventually becomes. The ninja populace in general doesn't seem to bear a grudge and that is likely why he was expected to be a good ninja and sent in early. They probably imagined him being the next Itachi, they just never took into consideration that even Itachi had his family helping him.

    Don't confuse Naruto and Gaara. Gaara was made to be a weapon. No one knew that Naruto would gain Kyuubi power expect the one who died sealing him. Also the villagers do hate Naruto. When everyone graduated the parents were glad to see him fail. The only adults who we see treating Naruto decently are the Hokages, Jiraiya, Kakashi, and Iruka. No children know what Naruto is so they just have grudges from their parents. Everyone else ignores him as much as possible and encourages their children to stay away. Even orphans get friends before they are 12. The third was obviously looking out for him from the beginning so he wouldn't tolerate any attempts on his life.

    Failing and continuing on is not uncommon in school. People fail tests but pass the class, they retake exams, they sometimes take summer school, they start school earlier then others. There are too many possible answers.

    I am in no way confusing Gaara and Naruto. I am simply stating that it would make sense for a good portion of Konoha to see Naruto as a powerful shinobi with Kyuubi. As for no one imagining that he would be able to tap into Kyuubi's power, well you don't know that and Jiraiya seems to know right off the bat that Naruto could use Kyuubi's power. I also highly doubt that the Hokage himself would not see that possibility. While it's true he's not exactly loved by everyone, we rarely if ever see anyone leaning towards outright abusive or negative actions against Naruto. He seems to be at most treated as an unwanted animal, they just ignore him and we see no signs of any of the rookie 9's parents telling them to avoid Naruto. Sakura's parents did not once demand Naruto be removed and we only see 2 people in that crowd of parents who mentioned Naruto not passing.

    I am sure Naruto wasn't loved by anyone but you've yet to show me any proof of him being hated by the entire village. As for the rookie 9 not particularly loving him off the bat is probably a combination of his abrasive behavior and him being an orphan. Where do you see orphans with tons of friends in Konoha? To my knowledge Lee is an orphan, or has parents who don't give a shit about him, and no one was his friend until he was a genin, in fact many of his peers insulted him constantly as he wasn't a good ninja. Neji didn't treat him very well for the most part either until later.

    As for adults not treating Naruto well, we don't see any not treating him well, adults don't seem to be very common amongst the lives of the genin. Even at that all the jounin sensei don't make any negative comments and some are even impressed by his victories, and during the chuunin exams we don't see anyone rooting for his death and when he wins people cheer for him. It's the same way when he comes back from the rescue sasuke arc, no one is at the hospital pleading for his death. It seems to me that the adults take the wait and see approach as to whether or not Naruto is a bad person.

    Any scenes with adults or other shinobi usually go like this : "Oh it's the Kyuubi kid. He doesn't stand a chance against such and such opponent or task. Oh look he accomplished his goal, he's pretty interesting...."

    I wonder if you enjoy fanfiction, if that is the case I can guess as to why you seem to feel ALL of KONOHA has a death wish, and why no one could possibly see the potential of him being used as a weapon.

    As for people failing and returning and passing later being common, name some shinobis that this has happened to? The only other I can think of is Rock Lee and we don't know if they just didn't make up a whole new test to determine his ability to become a shinobi without genjutsu or ninjutsu. It's also not uncommon for people to graduate early, I am just stating that there could be reason he took it multiple times, perhaps they saw some level of skill or the potential for them to control Kyuubi's abilities.

    Jiraiya figured Naruto could use the Kyuubi power after Naruto could use it, pretty much anyone could figure it out then(especially when Oro had a seal on it). Also why would anyone say "Oh it's the Kyuubi kid. He doesn't stand a chance against such and such opponent or task. Oh look he accomplished his goal, he's pretty interesting...." as you put it if they thought he would be some awesome ninja?

    You prove my point when you say the village avoids him. What do people generally do when they don't like someone? They avoid them. Do you need to see people just plain insulting Naruto to show that people hate him? We are told that the village hates Naruto, we are shown a friendless and ignored Naruto, then the story concentrates on his ninja team where he makes his very first friends. You hardly see Naruto ever talk to anyone besides the people I mentioned previously, the only reactions from other people are distant observations, generally one line.

    Also all of my school comments were about real school and I assumed the Shinobi school would be similar.

    in the manga, the villagers wanted to kill him after they found out he stole the scroll but fortunately, iruka found him first! they just didn't show that in the anime

    Maybe iruka put in a good word, saying that he was ready so that Naruto could take it early. How exceedingly hopeful.

    since this is a ninja school, doesn't the teacher know pretty early on who can survive being a ninja and who wouldn't? that may be one of the main basis on who get tested and be allowed to stay on if failed. so if one of the teacher think one student can survive then he put in a word and at a certain time those that had been recomended get tested to see their skill level and if they have knowledge of the basics. if itachi can pass in one year that must mean most of the basics had already been learned.
