To sum it up, the situation is like this.

In Part 2, Kishi wanted Sasuke to have a huge edge against Naruto but didn't know how to considering how evenly matched they were at the end of Part 1. He decided to block Naruto from further expanding his arsenal of jutsus so that Sasuke could get a head start. Unfortunately
a)Naruto barely learning anything in spite of his many training arcs was annoyingly unbelievable for most of the readerbase and felt forced. Kishi tried to justify his training with a few repackaged Rasengans that did nothing new and never showed up again, inducing further hatred.

b)Kishi's longtime infatuation with the character grew exponentially and with the encouragement of Shonen Jump editors(the 'cool Bishounen' Sasuke was a major fanboy/girl favourite) he went overboard with powering the Uchiha hero up. Every time he faced a challenge, Kishi would casually grant him a new jutsu instead of having him work around it.

The net result of the above two events was that much of the fanbase(that didn't read Shonen Jump) became avid Sasuke haters. As for Naruto, they're not specifically bashing him but Kishimoto for his blatant attempts to deny Naruto any advancement compared to his wholly disparate treatment of Sasuke.

I'm not bashing Naruto either, so no need to bring up the usual 'jutsus do not a ninja make' defence.

^ Kishi's showing us the Raikage as a way of letting us know that super speed and super strength are the ingredients it takes to fight against sasuke and his sharingan. Just to give us hope and to let the idea of naruto not learning alot, and possibility no more jutsus before his rematch with sasuke. He has the super strength down but all naruto needs now is lightning fast speed.

I think thats the main reason he gave us Killerbee and Raikage. Sasuke's eyes aren't invincible.

There not made a kage because of the number of jutsu they have.

I am well aware of how someone becomes a kage in there village, a good one does not use only know a handfull.

Kraz nailed it here, what this chapter proved most of all, is that very advanced taijutsu can beat the ever living shit out of a sharigan user. And it´s what Naruto excelling at the moment.

I loved how one of Raikage´s started commenting about Sasuke´s control of the MS and started claiming that´s he´s better than Itachi, Kishimoto REALLY had no idea how to properly claim that "fact" by having some complete no name character that appeared some 10 chapters ago. Who the fuck is he to claim who´s better or worse at using the MS? That was the only stupid thing i could take from this chapter.

Raikage made Naruto awesome again.

Yeah, I think we can say that Raikage is someone who's actually not too bad a matchup against Sasuke. Even way back in part 1 we've seen that extremely powerful taijutsu can really beat a Sharingan user down. But don't forget, the Sharingan was also built to read movements, which means it still gives the user an edge. But of course we know that as long as Sasuke has the speed and strength to keep up with what his eyes see, then there should be no problem...but he's going up against a Kage, and since it's one that specialises in taijutsu...it's understandable that he'd have some trouble.

But taijutsu or not, not even Raikage can simply bust through Susanoo, can he? I think next chapter another Kage joins the fray, don't think Gaara can handle it alone. Heck, I think Gaara will get injured, even.
