nagato reminds me of legato bluesummers. they look the same (esp. when legato is in his coffin thing) and they also control people via invisible methods.
after there is peace, people will use the weapon themselfs to bring war. is this not what happened, the kuuybi got controled by marada in order to win the war between his rival clan? now that the enemy clan is gone ( konoha got destroyed ) does he still have use for the kuuybi?
i know he wants to bring back his own clan ( or was that itachi? ) but the power of these beasts wont help him in that..
but in the future people might see new reasons to use the power cause the fear is weakening ( acording to pain )
i like his plan, but naruto will come up with even a better one no doubt.

Actually, Naruto doesn't need to answer Pain's question to declare his method is nothing but rubbish. In fact, Pain's ways would not change anything at all, since that's how the world (in this manga) already works. It's the same vicious cycle all over again, or maybe even worse since thet'd have a small group of people with far too much destructive power on their hands.
Honestly, I'd really like if Naruto never answers that question, and by the time this manga ends, we're left to speculate whether Naruto will be able to change anything or not. However, with rubbish like "the destined one" prophecy (or whatever it was named), I highly doubt that'll happen. All the same, I don't think anyone expected otherwise.

I don't get the logistics of Nagatos plan. I mean, I understand the atomic bomb analogy of the sealing statue having the power to obliterate a country and thus can act as a deterrent, but 2nd part about large wars followed by short breaks of peace: how are these countries going to retaliate in this way when akatsuki have the monopoly on tailed beasts?
I was with Nagato up until he was saying that devastating wars followed by short breaks of peace is preferable to the current situation.. That doesn't make sense. There are currently no major wars between the large nations, right? His plan makes things much worse, not better. But I guess this needs to be the case so that Naruto can oppose him still.
Or it could work out like Jiraiya's book, in that the Naruto character from his story makes friends with the enemy in order to break the cycle.
Nagato's reasoning is based on the fact that people can only understand and crave for true peace only if they witnessed true pain, the very pain Nagato felt during his childhood (pic with his parents murdered, etc).
As someone already pointed out, Nagato no longer considered himself as a God in his speech to Naruto, rather as a prophet who shows the way of a new circle based on his conception of peace : atomic Bijuu's bomb - people, bound in fear, won't fight until this bound fades enough - Another Bijuu's bomb, etc... To me, it's much alike what's happening in the manga in fact. The process is just longer with the current state.
I believe this is why his reasoning is twisted. All his reasoning makes sense, just the very basis in fact is twisted.
Nevertheless, we must acknowledge Pain's speech was great in the form. Great job, Kisihi ^^
I must say though... the last chap when Pein said that he was going to have a lil "chat" with naruto i though he was going to tell him about how he came into being (seeing as how he was responding to naruto's question of "What,or was it Who, the Hell are you!?".. We already knew Pein's true plan since his encounter with jiraiya.

In plain words Nagato intends to continue the circle of violence so that he can fulfil his personal ambition of having peace; if only for short periods until the next catastrophe.
Like I said, even though he compares himself to Naruto, his method of thinking is closer to that of Sasuke.
