    ^Yeah, and I'm pretty sure the clone only had ~30% of Kisame's original power, or something like that.

    Yes, that was just a Kisame clone at 30% power and even with the help of his team, Gai needed to open the 6th Gate (the view gate).

    It looked like he was definitely in a bad position, one in which he would have likely been badly injured or killed if he didn't use it. He was underwater surrounded by Kisame's sharks (he even says himself that he has no chice). On top of that they were fighting in the desert which put Kisame at a further disadvantage.

    Kisame was at no disadvantage in the desert. After all, he did summon an ENTIRE BODY OF WATER turning it into an inland sea.

    Yeah, his level was just high enough for him to create that jutus. Cant remember if it was the first of second hokage who also could create water based jutsu with no need of water a source. Gai is really strong, so if a 30% chakra clone could put him in a tough spot, Kisame gotta have more to show us. Unless Gai didnt exspect such a strong opponent. =/

    Something that probably caused him to use a far greater amount of chakra. It is similar to Gaara having an advantage in the desert because he can easily make use of the sand that is all around him, he doesn't have to create his own. Think back to the 3rd Hokage's fight with the 2nd and 1st. The Anbu members here also comment on it being impressive that the 2nd Hokage can use such a high level water element with no water around. The elements are influenced by the environment, if the environment is full of the element the user needs then they can take advantage of it.
