Default Jiraiya should have taken Pein to Konaha villiage with him as a child

Jiraiya is a pretty nice guy, during his time in the Rain villiage he Tsunadae and Orochimaru were on a mission. After meeting Pein and his friends and hearing how terrible their lives have been Orochimaru and even Tsunadae were more than willing to leave them to their crappy lives, which suprised me. I thought Tsunadae more than anyone would go all to help a few orphans. Jiraiya was nice enough to stay a few months to actually train these kids so they could protect themselves, but if he spent all that time there training them why did'nt he just take back to Konoha villiage. It would have saved him some time.He could've trained them in the villiage. It dosen't make sense. especially after finding out that Pein had THe RINNEGAN. You would think that he would be doing backflips having found someone with extremely rare blood line technique such as that. Acquiring him for Konaha villiage would have made them invincible. Any other villiage would have snatched him up if they found out about it. What was Jiraiya thinking leaving those kids behind?
