does it really matter? both are very great on them own. One was considered the greatest Uchiha of all time while the other has not lost a battle yet ( almost against ero sannin)

    Who's taking orders from whom?
That should answer the question clearly....but people like to question the authority....

True. Madara was acting like the subordinate Tobi although he was giving the orders behind the curtains after all.
It would be lame, but who's to say that Pain isn't doing the same thing. Hiding his true strenght by accepting Madaras orders.

I think it's hard to say. Pains ability is hard to overcome. But Madara has the perfect MS so maybe he could do it.
But after seeing Itachi perfoming this poorly, the MS lost a bit of my respect.

    But still......Madara probably.

    ^I think so too.

Pain technically has the strongest doujutsu bloodline limit, so Madara, who potentially (but probably doesn't) represents the best of the Uchiha clan may never be able to match him depending on the capabilities of the Rinnegan and how good Pain is at using them.

But the heirarchy of Madara ordering Pain around implies otherwise. But then again there is the possibility that they are working with each other just to meet both of their goals, so the heirarchy could be meaningless.

It is still hard to determine who is stronger than who at this point.

Madara probably dosent have enough strength to beat pain since he is weak right now so he probably is just using pain to fight so i think pain is taking madaras orders because he probably promised him a way to his goal.

Keep in mind though where you got your infos from. Itachi is thinking that Madara is only a shadow of his former self. That really doesn't mean anything. Itachi thinks he himself is high 'n mighty and look what's happening to him right now.
He's getting the worst villain send off in the history of Naruto as we speak (Oro is still alive and doesn't count).

since pein and madara are the only ones that have some kind of true motive for sealing the 9 beasts, and also since both of their motives are different, I am going to go with them having a mutual pact kind of thing. You must all remember the fact that Pein is extremely young compare to madara, which leads me into thinking that Madara is allowed to give orders simply because he has more knowledge on these subjects.

Also most of these attacks and jtechniques used are forbidden and super dark, and it took years for someone like orochimaru to develop his. There is no way Pein came up with most of his ones on his own without some sort help from none other than madara, which would give Madara some authority over him
