I was considering this before, but, do you think Sasuke would have inherited enough money to sustain him 4 years with no income (until he turned 12ish and became a ninja)? Seriously, living expenses would be high for a growing guy who doesn't know how to cook and lives alone in the clan's district.

It was kyuubi stigma. I remember Sandaime describing how the village took a poor reception of Naruto despite Yondaime's wish for him to be seen as a hero. The only reason Naruto was probably even (pretty) fairly provided for is that Sandaime was looking out for him.

And yes, the Hokage would be very rich since they get the most difficult missions (according to Kakashi's description of the ninja rankings before the Zabuza arc, but we have yet to see the hokage do an actual mission).

Well think about it.. Sasuke was everybody's closest living relative. When they were wiped out he would be in place to Inherit every Uchiha had ever owned. That entire part of the Village should belong to him now.

I take it Naruto's father set something up for him, or there's free lodging for orphans or something. He has his own little one room apartment thingy. I'm sure they set something up for him so he could eat.

Since the Kage's ran the hidden villages I bet they got money from that land's daimyo or whatever. They probably also took a percentage of the money given out for missions. I bet a greedy kage could make good money.

As for taking care of orphans, well, I would think that with no parents there would be no objections to them becoming ninja. Once ninja they start contributing to the economy via missions.
Providing housing and food for orphans seems like an investment. For the price of a shack and some dirt cheap instant ramen you have a future member of the workforce where there are a lot of "work-related" injuries.

It seems a little crazy, but really, they're a village of ninjas. It's not like people couldn't easily keep an eye on the kids to make sure they're not doing something completely idiotic (like drinking spoiled milk). (It's the ANBU Orphan Division!)

More seriously, Naruto was enrolled in the ninja academy before the start of the story, right? We see flashbacks of basic training like balancing practice and so on (from Iruka's past, too). I think it's likely that students are enrolled quite young (preschool can start very young, can't it?), and it becomes somewhat the teachers' responsibility to watch over their students, and (possibly) report back to the Hokage. Naruto's landlord could have also been keeping tabs on him.

Before they're old enough for that...well, Naruto would have fallen into this category, but not Sasuke. While there's likely a system set up for the general case, I'd like to think more along the lines of Urameshi's speculation: Naruto was a special case, and was taken care of by someone outside of the usual system (whatever that may be), like the Sandaime. Maybe I just like the image of him having to change Naruto's diapers.

It's all speculation. But I do wonder... isn't it the same with Kakashi? I don't remember if anything was said about his mother, though...

I could see Naruto and Sasuke as adopted children who rebelled against their families. Naruto probably was too troubling and Sasuke was just plain antisocial, so nobody would want to keep them around for long. That's my guess, because they should've had someone to take care of them, but obviously it was nobody special to them or they would've been mentioned somewhere (but the flashbacks always show them lonely and they never mention anybody). I mean... yes, Sasuke was 8, that's probably alright for ninjas (Itachi was ANBU captain with 13 and Kakashi had missions as a 6-year-old o_o ), but he was the sole survivor of a massacre. I'd think he had at least some... err, therapists or something to look after him?

It also seems to be that Naruto enrolled in the Ninja Academy three years earlier than normal. He failed the final exam three years in a row but apparently he's the same age as the students he graduated with.

We don't know enough about how the acadamy works to say that.

It didn't say he failed 3 years, but 3 times as far as I can remember.

We just don't know if the exam is only held once a year, like in a school when you fail the required grades and have to repeat the whole year.
It could also be like with the drivers license. You take lessons and if you fail the test you just take it again a few weeks later.

I think it's the second. But it was never stated how it works, so who knows.

Hidden villages might really be run by communist regimes, if not socialist. I think its the perfect kind of government to handle war-oriented countries.

    lol

sasuke was old enough to take care of himself by that time
his clan was the MAIN clan of the village....he was well funded
and he has way too much pride to let some one hold his hand
even at that age....after he swore himself avenger....

naruto, was supposed to be supported by the whole village ..ever since he got
the fox implanted...remember the first volume? the third probably
looked after him till he could walk..then random people on n off looked in on him
but you gota remember he was despised...so he never became attached to anyone
...except for his teacher...we can pretty much say HE took care of naruto
was it iruka? *gets out first volume* yeah IRUKA
