well...there is a lot of evidence to this theory, especially since Akatsuki described Suigetsu to be part of a family of brothers in Kirigakure...

But we've already discussed this on this forum to an extent.

i chiked the websit and it isnt r8 becous:
Suigetsu dosnt even lock like sai
imean come on now:
-1 ther smill is defrent
-2 they dont even have the same teath
-3 sai dosnt even know one water jutsu
-4 sai har is black

Sai is from konoha
suigetsu is from watter village.
Need to say more?

Other thing is that Sai's brother also have probably underwent Danzo's Training. Meaning: Konoha ninja.
Not even close to the 7 swordman's like have being implyed.

Not only that, Flashbacks of Suigetsu's childhood shows him in THE WATER VILLAGE.
