hmmm I remember times when I played some shity naruto online games made in one of those "make an rpg in 5 minutes" programs. And it was quite popular.
Just think, it would be typical rpg formula where you make your chara and start as student in ninja school you get your own team and gain ranks. Later you could go on missions with naruto and others. Let just say that when you go further in game and gain exp you could join naruto team in place of sai for example.
Basicaly its a good idea it all depends on fact who and how would do it. It could either be a World of Warcraft for naruto fans or just another piece of shit. Based that naruto is quite popular in japan, internet, Usa, and now even europe (my country for example). I would say that it could be a good or even great game (for hardcore fans).

    hmm....
i've played the game recently and its quite fun. Basically, theirs like 2 sets of characters varying from 3 yrs back to the present. All the younger characters have their old skillsets while the new characters are all different. Having the narutimate hero 3 game will allow you to instantly unlock all characters except 6. Some characters older form has erased the previous form. e.g. kakashi has different specials/attacks now.

You must use story mode to unlock the 6 characters *unverified*

The number of RPG players who appreciate a good RPG outweighs the number of Narutards like yourself. Most anime/manga based games fail horribly when compared to other titles in the same genre. Compare any Naruto fighting game to the likes of Soul Calibur 3 or Virtua Fighter 5 and check the sales of these games to any Naruto game. The Naruto RPG games on the GBA failed miserably in Japan where there's the highest number of Naruto fans when you compare them to the RE-HASHED Final Fantasy titles that appeared on the Nintendo handheld platform. Let's say I walk into EB Games tomorrow and I see Final Fantasy XII, Mass Effect and a Naruto RPG, which one do you think people people would buy?
Learn that just because a game uses a world and materials from something you happen to like will make the game a triple-A title that will stack up against games that are built from ground-up to be a good game and not just some fanboy-satiating form of entertainment that happens to be called a video game.

a lot of manga/anime based games have sucked, so im not gonna keep my hopes too high. so many games are put together in a couple of minutes, given a license such as naruto and then sold. they usually suck. hopefully this one wont

    that would be flipping awesome

first thing I'd do in that game is find Sasuke and immediately kick his ass. If he's too strong I'd use cheat codes

That doesn't mean it has to be this way though.
The fact that there are great games in those genres means that it is possible to make a great game.
And the vast world of Naruto and One Piece are big enough to be played in.
You just have the right people make the game. Both mangas give creators the freedom to do everything basically. FF would be a good guide.
With a great story and many sidequests to do and people to interact.
One Piece fighting mode could be Tekken/Soulcalibur like I think.
With Naruto I would do something in a bigger scale unless it hand to hand combat.
Because for ninjutsu you need to have time (it should be harder to do tha just pree R2 + X)and distance. Sometimes you have to get back and hide yourself to find an opening or think about a way of beating the enemy.

That was also the problem of the DBZ games. They were too close up for that kind of fighting, or rather you couldn't gain enough distance.

And it couldn't hurt to build animated sequenzes into fighting. If you do a certain move and your opponent does the right thing there appears a little sequence. Not crappy animated and without loading time.
If done the right way, mixing animated sequences into fighting (with different camera moves, slowmotion, facial reactions etc) could give it a feeling of watching real movie, instead of playing just some randome Tekken like fighting game.

Not that there is a Animegame like that, but there could and should be.
Hopefully there will be one in the future, because I'm already waiting for years for it to happen.

And it must be in japanese.
(but with english subs....they seem to forget that in a lot of games *gg*)
"For Feanor was made the mightiest in all parts of body and mind, in valour, in endurance, in beauty, in understanding, in skill, in strength and subtlety alike, of all the Children of Illuvatar, and a bright flame was in him"
