he just holds it while the other two clones alter the shape and the nature. Since we only saw his hand holding the jutsu, it's probably cause the two clones were cancelled after their job was done, and Naruto was able to maintain it once it was fully formed.

If it was possible to do so, then Kakashi and the Fourth would have done it. The reason that Naruto succeeded where they didn't was because he was the one who came up with the idea of using Shadow Clones as part of the process of creating Rasengan, since he couldn't do it alone when he first learned it.
