No it's not. Obito is nowhere near carefree as Tobi. Tobi = best good boy. Which makes you think, why is he even an S rank criminal?

Because he slept on the job too much and made really bad jokes. Then a lot of people wanted to kill him and proclaimed him a crime against humanity. THat's why his running away techniques are so good.

Well let's see. Tobi being Obito is a good hunch, but then again at this point anything about Tobi is a good hunch. Tobi is a good boy no doubt about that but he is a good member of the Akatsuki. He beat the three-tails with only one jutsu, now that's impressive. He is a main source of comic relif for the manga, well Akatsuki wise, but that doesn't mean he's not a strong ninja. For all we know he could be the stongest member of the Akatsuki and he's just buying his time until the collect all of them so he can steal them all at once.

The Three-Tails dosn't seem so much defeated as restrained. Remember, they need it alive. And while this may just be my opinion, whatever was encasing the Bijuu had a very similar pattern to Tobi's face/mask/whatever.
