I'll choose Jack Nicholson.
I find them near impossible to compare. Nicholson's Joker wasn't supposed to be as dark as the one Nolan envisioned.
As Stuyvesant said, you can't really compare the two Jokers to each other.
But as a villan, and for Batman, I will go with Nolan's and Heath's joker anyday. The reasons being that it was actually a scary and insane not villan, not just a scary clown that liked bombs. That in the end is somewhat the picture of Nicholson's Joker, he's scary in his own way, but sadly in the end you just find him rediculus.

i liked heath ledger as an actor and most of the movies he was in, it's a pity he died.
as for the joker comparison i believe it's inappropriate to compare them since they are two different jokers and in completely different visions but i would chose ledger as the better villain.
as for johnny depp i heard some people say they would love to see him as doctor strange.
