Slow? High-end Superman can fly fast enough to turn back time. Just because the writers don't have him utilizing all of his powers all the time doesn't mean that he's slow or dumb.
And what makes you think that Sylar could beat Batman?
Well, back to the point: Batman is smart and has access to Kryptonite. Therefore he can beat Superman under special circumstances. Of course, high-end Superman is immune to Kryptonite as well.
