Shounen? I haven't liked many shounen romances, aside from H2, Rough, Cross Game, and Open Sesame. (Sorry, Dizzy, I still keep bouncing off Salad Days.)
Seinen, now, I've read several excellent ones: Living Game, Ai-Ren, Honeymoon Salad, Koi Kaze, and Yume de Aetera, of the top of my head. Though I've seen at least as many crappy seinen "romances" as crappy shoujo romances.
As for "the best," no way I'm naming one. Tastes differ too much, and different works have different strengths, for there to be a best.
Like pseudorandom said, Koi Kaze is a good romance story touching on some pretty uhh, taboo subjects.
Yea, Koi Kaze is a good story. But, honestly when I read it I didn't think their love got enough development. I mean, that's a pretty taboo subject and to build on something like that there needs to more development.
Whoah theres crappy seinen romances? Like what? I think most of the bad ones are all under shounen category.
Best Shounen romances are generally considered - Love Hina, I's, and ichigo 100%. I hate them all though cause their protagonists are so annoyingly worthless as human beings.
Oh come on, someone was going to say it. (And it is a romance. Throughout the story, it's a romance.)
Koi Kaze wasn't a great manga. I actually found it a little boring, and the ending was... well, I just expected more, I suppose.
Hmm, aside from that...
-Inuyasha (at least the romance isn't repetitive)
-Fullmetal Alchemist (well, there's some romance, and it's still a good manga...)
-D.Gray-Man? No, really, it's got romance. REALLY-
-Addicted to Curry
And anyway - just read Nana. Despite common beliefs, it's a josei manga, not a shoujo. It's excellent.
Flame of Recca has some romance elements to it, but mostly "zomg you kidnapped my hime i beat you up"
But Flame of Recca came out first, and if anyone was going to say Berserk I would have expected Cooler to say it first but apparently you did first.

Maison Ikkoku is probably the best shounen romance ever made.
