They probably put anti-theft/escape devices on those slave collars until their slave status is cleared from registration. Even if the collars somehow gets forced off Ako and friends still have slave status.

They sure did. Bounty for a criminal like Negi is only 300.000 Drahmas. No medicine could cost 1.000.000, that is capturing 3 Negi-senseis and a number of students. Or Negi-sensei's bounty is ridiculously low.
As for slave status, they just have to get out of the country which allows slaving. Or maybe even out of the city. Or kill whomever they're indebted to.

^that'll make them intenational criminals and give authorities even more reason to hunt them down. Even if they're innocent, further law breaking won't help their cause. Even worse that Ako and co. will also obtain wanted status. Negi will want to settle this matter discretely. Probably going to be some ridiculous treasure hunt or participation in battle tournament to earn that 1mil.

They already are magic world wide villains - they have wrecked the whole transportation system.
But still, it's easier to intimidate owners into letting the girls go. Given the fact law is told to be working badly in the city.

They are only THOGHT to be world wide villains, meaning that once they sort out what really happened they won't be anymore. But if they keep breaking laws, aside for being harder to clean their names, even when everything is explained they will be outlaws. Can't see Negi doing that to his class. Not to mention that teachers are not supposed to give a bad example to their students and Negi takes that real serius, plus he's British gentleman pride and blah blah blah. I can't see Negi choosing to be an outlaw unless there is no other way to save his students, and the money thing is far too easy to let it slide. I mean, they woldn't have put a price to freedom for nothing, would they?
