Well the first kanji is hoshi-star I'm sure of that. The next kanji is nyuu but changes if you add other hiragana after it, most variations of the word tend to mean enter or put into etc.
I don't think they would use any chinese and the chinese word you used Huairou has a "o" in it the scan you posted does not. So most likely it's not the same word just sounds similar or is spelled close to.
Whats weird I looked into a bit your idea of file, hu which can be also pronounced fu, huairu or fuairu sounds just like the katakana for file. But the scan is in hiragana and the correct katakana for file is "fairu". So you could be right if they made a mistake. The whole point of katankana is to use the japanese alpha-bet in such a way so that when you sound it out it matches how you would say it in english.
Last I don't think that is a 7 at the end looks like a seven. It line is to angled and kinda arcs than straightens out. It looks more like the katakana symbol for A but with the look not being narrow enough.
Maybe if the top part was a little clearer and if someone else with a little more knowledge of japanese then me can help out.
