The fanbase believes it somewhat indicates Gantz is malfunctioning in some way, or had to summon the Tokyo team as an emergency.
There's also the matter of the song, in case you haven't noticed, which didn't play correctly.
Looks more like the former to me. Alot of people say that its conjecture for the malfunction and an emergency makes more sense, but the song was screwy and there was WingDings on the ball, I dont see that as an emergency summons.
Seems to me like Gantz is running out of batteries. Maybe that's the purpose of the Catastrophe counter? No Gantz means no protection from hostile aliens, which is a fitting name for the 2nd phase of the manga. I believe the balls we see in the German factory are supposedly replacements for areas like Tokyo and such.

I wonder if the human element is the battery, as mentioned in the abridged series - even though it was a joke - but I guess not, if we assume your theory to be true. (otherwise they'd be looking for humans, not more espheres).
I'm still proned to think the huge number of balls is to recruit all the people that are gonna get killed during the catastrophe.

That one seems a bit out there... it could just be overstocked amounts of Gantz balls
when has Oku ever cared about the masses?.. and i think that would take too much time.

Certainly there wouldn't be a need of that many balls if only a few selected fighters were to be recruited. And we've already seen that even though Gantz asked Izumi for strong people, he still recruits idiot people that don't seen special in any way (take the three stooges who got themselves killed in Osaka). Of course, the newbies also attend to a very special purpose, that is to show the significant newbies (HS, KB) that there's an area limit and this or that. But still, disregarding them ad devices and actually thinking them as part of the story, then Gantz for all we know could recruit lots of average people, because they're expandable ammunition.
Anyhow it was just an idea.
My opinion is that Gantz screwed up because it had to face an unpredicted event, it was not able to calculate the force needed to kill the aliens, so it is sending teams in Rome randomly. Once the aliens will be erased it will probably come back to normal, but if my theory is true, even the points score could not follow the known rules, I mean that in this mission there is not a 100 pointer.
^I'm worried about the points with the glitchy Gantz too, but I think we're still a loooong way from the scoriing...

IMO this is just a critical situation, not a malfunction of Gantz, maybe Gantz "translates" the info that he gives when a mission is programed right to the schedule. When not...that weird stuff appears.
Maybe from germany they control all the spheres in the world, programing the missions, weapons..etc.
