I think the rule is still there...that is why Nishi used the bag.
It seems that Gantz doesn't blow your head unless many people see the weapons...in this case no one saw the weapons...

Just a thought as I may be a bit off base here, but is it possible that Nishi may have had an ulterior motive for what he did. Sensing that katastrophe is near..could it be that he is planning on hoping some of the students that were killed end up in the Gantz room in order to have more bodies to deal with the oncoming onslaught. Possibly to be used as decoys while the more experienced Gantzers take out the aliens. One of the issues that I think may deter this could be that Kurono and company would be worried trying to help out the newest team members, and as such backfire and get experienced members hurt or killed. Sorry for the long first post haha.

Interesting why he didn't use the invisible option to get out of there. His main aim must've been to get a last revenge on his classmates after they dropped him out and then wait for the aliens. Doubt that he fears something from the cops since he awaits a serious fight with the invaders...
