Could be a factory, but I think that was more like a warehouse used to store them... I don't know, but the way all the balls where set doesn't indicate that they are assembled there

^well, from what we can infer from a ball being shipped to brazil, and the sheer amount of balls in the factory, is that they have one in every major city in the world, or aim to have one... that's how bad the alien problem is - katastrophe could be a worldwide simultaneous alien uprising...
