They have engines out there you can use. Games already made, you just having to add in your own artwork, and then change the stats for the rate of fire for the guns, how much damage they do to the target, etc.
Most engines that claim to be able to that are in fact garbage, but there are a few out there you might actually be able to use.
Just get the 30 day demo that most come with, and if you can't make a decent game in that time period, then move on to the next engine to try out.

You also have the ability to have a menu on the screen to choose from, Gantz giving you the 100 point menu when you click on a black ball you add to the game, and whatnot.
