I think we're forgetting that Nuri's dialogue usually just indicates the gist of what he's actually thinking. That seems to be a problem for many of the aliens encountered in the series. Wherever they come from, they seem to be newly acquainted to this world, like immigrants. It's kind of like a man born and raised in Japan trying to speak English as if he were speaking Japanese. It will sound like gibberish and usually requires effort on the receiver's end to actually understand what he's trying to say.

If I were to take a guess at what Nuri may have meant, I would say that the Gantz Hunts is apart of some conspiracy to unite the world under a new religion or cause. Whether it's lead by aliens or humans with god-like technology, it seems that there is a method to the madness. Perhaps it's was Gantz intention all along to goad aliens like the Oni and Vampires into directly attacking the human race.
