Weapon Levels have got nothing to do with power, and even less with efficiency - The H-Gun looks high and mighty, but it's a difficult gun to handle when supporting a team mate fighting melee, for example.
Speaking of which, we don't know much about the H-Gun. Does it have a cool-down? What's the exact Size of the AOE?

I have a couple questions.... which one of us was the guy who got really annoyed when we talked about "other teams" even though it isnt really confirmed? And why did Kikuchi give out Izumi's address? I mean why was he brave enough to meet up with Vampires in the first place?

^ Well, it's pretty much confirmed since Izumi's talk with Nishi, and especially now that we've seen the Osaka team.
As for Kikuchi, he had to offer something in return for his life. And as why he was brave enough, maybe he didn't know they were vampires. And he's a journalist, I assume those kind of people pull such crazy things every now and then, no?

Dunno about Kikuchi but in my work-in progress Phase 2 rpg book, based on the differing aoe and that George locked on for a minute before I firing, I have deduced that the aoe changes size depending on charging the Hgun (by holding down the top trigger, though the Hgun has a control tyre on it like the xweapons, but as seen by the Tengu, getting squished isnt always an instant kill)

By the way NKG got surprised, I believe most of the times the h-gun is certain kill, hence why "extremely powerful weapon". Let's remember they were 60 and 75 pointers, no?
As for George locking for a minute, I believe you're jumping the gun there; Nobuo gave him a minute to defeat the Ami-kiri, that didn't necessarily mean he held his h-gun charged since then.
There are theories as to how the h-gun would work, if by holding the trigger for a while as you've said, or by adapting itself to the area locked; if we think about it, the x-gun has such mechanism, it identifies the living targets among the scenery as shown by Kurono using the locking feature on the raptors. So the h-gun would try and get the best shot at the monster, something like photoshop magicwand tool, and when it can't really find a nice spot, it works on a default range, such as the giant medusa's case (the Osaka ganging up in chapter... 252? - when Anzu tells Katou about them)

Fair points. I think I'll still keep my rpg book as it is though - I dunno, it just works better when playing it that way.
