I don't think Gantz ordered that slaughter, I thought that was just Izumi being a psychopath trying to recruit people into Gantz because its what he thought Gantz needed... Most speculation suggests Izumi got the weapons from the Black Market.

PS, wiki notes his purpose for his massacre to be his overwhelming desire to return to Gantz.
