He probably won't be back, but not because of your theories and opinions. I just think his character was suited to antagonize Kurono, and since he's gone, there is no point bringing him back. A shame really, he had a really cute girlfriend whom I wanted to see more of.
He’ll be back; Oku has already released promotional artwork for the return of Kurono, which your theory suggests, isn’t possible.
Once Kurono is revived, I think he’ll try to get someone to revive Izumi, which would be yet another excellent strategic move on his part. I mean, he did that for Nishi. Why wouldn’t he do it for a past friend?

Yeah, it's definitely possible, that Izumi comes back to life. But if that happens, it won't take to long until he doesn't antagonize Kurono anymore. Afterall, he saved his girlfriends life and was killed doing so. That means that at least a little bit in of him isn't that jerk anymore who said, that the only thing that matters to him is GANTZ and everything is else is just boring. As we could see, Kurono was more or less equal to that, before he met Tae. Then he fell in love with her, stopped hating all of humanity, therefore began to fight for himself and for her. To survive, come back to her and, eventuelly, after the mission in which she was killed, revive her. It may work with Izumi in a comparable way.
Indeed, that would be a very wise move for the team's benefit. I was under the impression that Kurono hated Izumi, much less call him a friend. Izumi did kidnap Tae and then later killed, as well as gunning down many innocent people in Shinjuku. Kurono also left Izumi alone to fight the vampires hoping he would die. Despite all that, I'm sure Kurono will set aside his differences with Izumi and revive him if necessary.
That's exactly why I said "past friend". I don't think Kurono will ever forgive Izumi for what he has done. The team needs the information he has on Gantz though. Therefore, unless Oka is more knowledgeable of the current situation, which I doubt for some reason, they’ll need to revive him. I’m sure Kurono won’t be happy about it; he’ll have to live with it for the sake of the team though, which is all that really matters to him.

Yeah sorry, wasn't entirely sure what you meant by "past friend". Kurono might have considered Izumi a friend before the Chibi incident, so I misinterpret what you were saying. Maybe if Izumi had no memories of Gantz, I'm pretty sure those two might have actually gotten along fine.

I agree that Kurono will most likely get someone to revive Izumi if not do it himself.
My personal opinion:
Izumi was a bastard that everyone loved to hate.
Izumi atoned for his sins* the moment he died whilst facing the vampires.
That moment shown through when he placed himself in front of his girlfriend. I do believe he was a true warrior at heart in the end. And for that, I believe that Izumi should be revived.
*killing all those innocent people just to return to Gantz
